Change of Use Proposal, 37 Godsall Street, a property on the corner of Hume and Godsall Streets, both streets identified in 1995 as residential conservation precincts.
This proposal makes no sense.
At a time when East Toowoomba's residential amenity has been severely impacted by high density development, a very comfortable Neighbourhood Character Overlay family home is proposed to have a change of use to a 'limited hours' Veterinary business.
There are more comprehensive services at Margaret Street's Greencross, opposite Grammar and also nearby behind the Hume Street Hooper Centre, an appropriate location.

Thank you for providing your comments on the development application for Veterinary Services at 37 Godsall Street to Council. Please be advised of the following:


* Under the Toowoomba Regional Planning Scheme 2012 (Version 10) a Material Change of Use for a Veterinary Services Use in the Low-medium Density Residential Zone is Code Assessable where it is located on a Regional Arterial, Sub-Arterial or Distributor Road.

* Hume Street is identified as a Distributor Road.

* The development application which has been lodged will be assessed against the following codes of the Planning Scheme:

o Low-medium Density Residential Zone Code

o Centre Activities Code

o Environmental Standards Code

o Integrated Water Cycle Management Code

o Landscaping Code

o Transport, Access and Parking Code

o Works and Services Code

o Neighbourhood Character Overlay Code

o Airport Environs Overlay Code

* As this property is located in the Neighbourhood Character Overlay and the existing dwelling is identified in the Planning Scheme as a Neighbourhood Character House, the development application will be assessed against the Neighbourhood Character Overlay Code.

* As the development application is subject to Code Assessment, Public Notification is not required for this application and there will not be an opportunity for formal submissions to be made in accordance with the Sustainable Planning Act 2009.
